Pranks on the Plaza
The Norfolk Police Department’s annual trunk or treat, Pranks on the Plaza, is 6 to 8 p.m. Thursday, Oct. 29, at Scope Plaza, 201 E. Brambleton Ave., the city says. It is a short walk from The Tide’s Monticello Station.
Treats on Tracks gets families there by light rail: a decorated Tide train for costumed children leaves Newtown Road Station at 5:20 p.m. that evening, a different costumed character boards at each station with treats, and the train runs to EVMC/Fort Norfolk and back. Fares are $2 each way, children ride free with a paying adult, and parking at Newtown Road is free, Hampton Roads Transit says. You can also board at any Tide station.

Staying safe
On Halloween 2025, the Police Department passed on these tips from the National Highway Traffic Safety Administration, which says pedestrian deaths are 43% higher on Halloween night than any other evening:
For trick-or-treaters
- Wear bright or reflective costumes, or add glow sticks or reflective tape.
- Use sidewalks and crosswalks, and look both ways before crossing.
- Make eye contact with drivers before you cross.
- Carry a flashlight.
For drivers
- Slow down in neighborhoods; children can appear suddenly between parked cars.
- Put the phone down and keep scanning the road.
- Remember that costumes can block a child’s view and hearing.
- Never drive impaired; arrange a sober ride ahead of time.
Police patrol throughout the evening; plan routes, stay in well-lit areas and report anything suspicious to 757-441-5610.
