Both are among the neighborhoods the city’s NFK2050 report says were laid out in the 1890s and 1900s. The city’s map treats them as one civic league area, Colonial Place and Riverview, of about 434 acres.

Where it is

Granby Street crosses the Lafayette River between the two halves. Colonial Avenue and Llewellyn Avenue run north into Colonial Place, and a small commercial strip falls under the city’s Riverview Pedestrian Commercial Overlay. Lafayette Park and the Virginia Zoo border the area.

About 63% of the area is in ZIP code 23508 and 30% in 23504; small edges fall in 23505 and 23509. On the city’s zoning map, 89% is in the Traditional character district, and SF-T, a traditional single-family district, covers about 42% of the land.

Neighborhood overlay. About 42% of the area, the residential blocks, is in the Colonial Place/Cruser Place/Riverview Neighborhood Resilience Overlay. Its purpose, the Zoning Ordinance says, is “to conserve the existing residential architectural character” of “some of the older neighborhoods in Norfolk with residences built with large front porches without the presence of front-loaded attached garages.” New infill houses must follow its building form rules.

Flood risk. About 75% of the area is in the city’s Coastal Resilience Overlay, which the ordinance applies to “areas of the city subject to higher flood risk.” See our hurricane prep guide.

Schools

These are the approved 2026-27 zones, from Norfolk Public Schools’ boundary locator. Ratings are the state’s 2025-26 School Performance and Support Framework level and score; all three schools were fully accredited.

Level School Address State rating
Elementary Granby Elementary 7101 Newport Ave. Needs Intensive Support, 71.15
Middle Blair Middle 730 Spotswood Ave. Needs Intensive Support, 78.77
High Maury High 322 Shirley Ave. Meets Expectations, 86.93

Granby Elementary is planned to close for 2027-28 under the division’s consolidation plan, so the elementary zone will be redrawn. About 7% of the area, on its edges, is zoned for Granby High instead of Maury, and small edges for Willard Elementary and Norview Middle. More in our schools guide.
