This fall’s closures

HRBT eastbound repaving

VDOT is repaving the Hampton Roads Bridge-Tunnel one direction at a time, from 9 p.m. Friday to 5 a.m. Monday, with the other direction open, the city relayed. The eastbound closure toward Norfolk was set for Oct. 16 to 19. A backup weekend, 9 p.m. Friday, Oct. 30, to 5 a.m. Monday, Nov. 2, will be used if the contractor needs it. Westbound work toward Hampton was scheduled in early October.

East Little Creek Road reopened

All lanes of East Little Creek Road at the I-64 and I-564 overpasses were scheduled to reopen as early as Oct. 9, back to three lanes each way after being cut to two since November 2024, the city announced Oct. 8. Signals at the overpasses and at the I-564 east off-ramp are back on, and the left turn onto eastbound East Little Creek Road is restored. Short single-lane closures may continue.

State projects (VDOT)

Hampton Roads Bridge-Tunnel Expansion

The $3.9 billion HRBT Expansion is the largest highway project in Virginia history, VDOT says. It adds twin two-lane bored tunnels beside the existing ones, for eight lanes across the water, and a third lane plus a drivable shoulder in each direction on I-64 between Mallory Street in Hampton and Patrol Road in Norfolk, a corridor of almost 10 miles.

  • The tunnel boring machine, Mary, finished the second tunnel on Sept. 24, 2025.
  • The new South Trestle between the tunnel and the Norfolk shore opened in November 2025.
  • Later this fall, two lanes of eastbound traffic are to shift onto the new South Trestle.

The project’s Welcome Center, 9401 Fourth View St., holds open houses from 10 a.m. to 4 p.m. Wednesday, Nov. 18, and noon to 3 p.m. Sunday, Dec. 13.

Hampton Roads Express Lanes, Norfolk segment

Since summer 2023, crews have been turning the inside shoulder of I-64 into a part-time, high-occupancy toll Express Lane beside the three regular lanes between Patrol Road and Tidewater Drive, about 2 miles, and widening several I-64 bridges. It is part of a planned 45-mile Express Lanes network from Newport News to the Bowers Hill interchange in Chesapeake. Updates are at 64expresslanes.org.

City projects under construction

The city’s current projects page lists these as in construction:

  • Princess Anne Road corridor improvements
  • Hampton Boulevard northbound repaving, from D Avenue to south of Ellyson Street and from Terminal Boulevard to Greenbriar Avenue, with night lane closures from 7 p.m. to 4 a.m. The city’s project sheet (PDF), last updated April 27, set completion for summer 2026.
  • Repaving of West 26th and West 27th streets
  • Lake Taylor sidewalk improvements
  • Granby Street pedestrian hybrid beacon
  • Virginia Beach Boulevard pedestrian improvements at JANAF
  • St. Paul’s redevelopment, phases 1 and 2
  • Citywide LED streetlight conversion

In design

Projects moving toward construction include the Westminster Avenue reconstruction, the Ballentine Boulevard lane improvements at I-264, the Brambleton Avenue intersections at Park Avenue and Tidewater Drive, the NEON District streetscape, and lane repurposing on Ocean View Avenue from First View Street to Cape View Avenue and on Princess Anne Road. Studies are under way for Hampton Boulevard safety, Lafayette Boulevard, the Newtown Road corridor and Ocean View transportation.

Trains blocking crossings

If a train is blocking a road crossing, the city asks residents to report it; the steps are on its transportation page.
