Eight ice cream, donut, cake and candy shops inside Norfolk city limits, from Doumar's and Ghent to Granby Street, Waterside and the outlets.
Last checked 2026-10-23. Refreshed every three months.
Norfolk’s dessert shops sit in three clusters. Ghent has Doumar’s, Cold Stone Creamery and Nothing Bundt Cakes within a few blocks of 21st Street, with Lolly’s farther up Colley Avenue. Downtown has BLYSS on Granby Street, S’mores Amore inside Selden Market and The Fudgery at Waterside, and Duck Donuts is at the Norfolk Premium Outlets off Interstate 64.
How we made this list. The places come from OpenStreetMap records inside Norfolk’s city limits, the same data behind our local directory, checked against each place’s own website on 2026-10-23. We added Cold Stone Creamery, Lolly’s Creamery, Nothing Bundt Cakes, S’mores Amore and The Fudgery from their own sites, and BLYSS from the Downtown Norfolk Council dining directory. We left out a pancake house that the map data filed as a dessert shop. The list is alphabetical. It is not a ranking or a recommendation, and nobody paid to be on it. Run one of these places? The places
BLYSS Ice Cream & Desserts on Granby Street has no website of its own; it posts on Instagram. The Downtown Norfolk Council directory lists it under both desserts and ice cream.
Cold Stone Creamery in Ghent is the Norfolk store of a chain, on West 21st Street between Colonial Avenue and DeBree Avenue, its store page says. It takes online orders and catering requests.
Doumar’s Cones & Barbeque on Monticello Avenue is a drive-in that makes its own cones and ice cream. Its site says it has the world’s first ice cream cone machine, still in use, and that a member of the Doumar family can demonstrate it for groups.
Duck Donuts at the Norfolk Premium Outlets makes donuts to order with toppings, drizzles and coatings, and its page says it skips the display case and makes each donut in front of the customer. It offers pickup and curbside service.
The Fudgery at Waterside sells fudge, caramel apples, other sweets and ice cream, and its candy makers sing while they work, its Waterside District page says.
Lolly’s Creamery on Colley Avenue, across from Elation Brewing, started in Virginia Beach and has three shops there and one in Chesapeake. Its flavor list includes a non-dairy ube flavor and fruit sorbets, and it sells cakes online.
Nothing Bundt Cakes on West 25th Street is the Norfolk bakery of a chain that bakes Bundt cakes daily. Its page lists pickup, delivery, catering, birthday cakes and wedding cakes.
S’mores Amore is inside Selden Market downtown. It makes s’mores in a range of flavors and toasts them with a torch in front of the customer, the downtown council’s directory says.
